I called MCSO-OES talked to Officer Bailey to report the need to clean up the Slide Ranch, Red Rock and intervening beaches, nooks and crannies of the immediate coastline. I also sent out dozens of emails, made calls to the Treasure Island Joint Command, GGNRA-Naar, others, media……My immediate concern was for the children’s groups( Rebecca and staff as well) from local Bay Area Schools that visit Slide to view the alternative organic methods of producing bug resistant crops program.. My criticism of the 1st Response, Obrien Group, is unwarranted, there is obviously a bigger problem, here, basically the Obrien Group has too much of a demand, no matter how many men they throw at the problem…Remember, the Beach Volunteer Cleanup Program Certification Limitation, only good for S.F. or Marin County Beaches? Why not propose, to delegate the easier to access Marin County Beaches of Stinson, Muir?, Bolinas, Point Reyes to the Beach Volunteers under the direction of the MCFD, keep the Obrien Groups Contractors focused on the Federal and State Beaches, Bolinas Lagoon, Esteros, Tomales Bay and the difficult to reach nooks and crannies of the Coastline? The Obrien Group has the resources and coordination with the SCAT Teams, Coast Guard, specialized and equipped services (jet ski search teams, CG helicopter rappel teams) to get at the hard to access areas, to get the job done…The Beach Volunteers need more instructors to meet the demand of the many, that want to receive the training necessary to continue the periodical cleanup of the County Beaches, which will need continuous maintenance, from the low and high tide and SW Winds dumping of more toxic/hazardous oil from the SF Bay Oil Spill, that is off the Coast both West and South or exiting from the SF Bay.
One of the reasons that the MCFD has volunteers calling the Hotline No., for volunteer beach training classes, is too screen the callers for a limited no. that the training class can accommodate. The MCFD expects too many volunteers (SF had 1500 show up for a class limited to 150), the class size is required to have a 1-10 ratio of MC Fire Dept personnel to volunteers, during volunteer class instruction. I do not feel that the ratio of 1-10 is warranted, the MCFD personnel at the last meeting, many of which I know, from daily contact, were not needed at the class. The Training Class, was attended by many professionals and well meaning inhabitants of SW/West Marin..What are they there for, Crowd Control? Potential Violence/Terrorist Attack? Heart Attacks or Renal Failure? OD’s.? Our public School classes of children do not have a ratio, of 1-10, teachers/students, if they did, all of our children, would have Straight A’s. Lets modify the rules, screen potential volunteers, through the hotline, but accept more volunteers, expand the class size, weather permitting[set up a tent or shelter cover, better yet, an auditorium]. Open the instruction for all to attend, filter out those, who are obviously not physically/mentally suited for the task of cleaning the beaches, somewhat similar to FDRS Depression Era, Civil Works Program, take advantage of the Positive
SF Bay Area Community Spirit. The major amount of oil sludge has been removed, there can be a level of protection, afforded, the volunteers, forward cleanup teams wearing Hazmet suits, consisting of 20 or more experienced cleanup individuals, can precede a much larger group, less protected, no hazmet suits, wearing gloves and rubber boots, that can pickup/strain smaller bits of flotsam and jetsam, oil debris, separated by time schedules, under supervision. Muir Beach is open to the public, is the public required to wear hazmet suits to use the beach? Even though, hazardous oil is still making beach fall, requiring maintenance cleanup. The Obrein Group, went back to Muir, yesterday morn, cleaning the little and big beaches, a day after the beach was open to the public. The Search for Nikki Ruiz
Friday, December 14th, 2007 A resurgence of the search by the Sheriffs Dept. for Nikki Ruiz, IRS Criminal Division Agent, 25 yr. old, Female of Filipina Extraction, last seen Noon, Dec. 3rd, needs to be resumed. The disappearance of an Asian Female, on Mt Tam, w/o Closure, is unacceptable, not only to the public but to the Rising Dragon, the Asian Populace of the Greater Bay Area. The only group at this moment continuing the search for her is subsidized by her Caucasian boyfriend and immediate family. Nikki, shared living quarters with her boyfriend in Mill Valley. Her extended family, friends and volunteers are passing out fliers, throughout Southern and SW Marin.
If, as insinuated by the popular press, that she committed suicide on the Mountaintop, due to a breakup w her boyfriend, where’s the body? Did she bury herself? Ridiculous. Who and what was she investigating in her capacity in the IRS Criminal Caseload Division? Why, has the search ended, so quickly? With the Mill Valley Police Dept. the only law enforcement agency with jurisdiction to investigate this disappearance?
Visiting Asians account for 25-35% of the total revenues of the businesses located in SW Marin, let alone West Marin and Marin County? More and more Asians are becoming incensed at the lack of respect afforded Nicki’s importance, this can result in a boycott of Marin by Asian Americans and Asian non-citizens and visitors from the Pacific Rim. An avoidance of doing business/visiting Marin.
Could their be another Trailside Killer/Rapist/Necrophiliac taking advantage of the laxity of pursuit, search and investigation in the Mount Tamalpais Area{there are homeless encampments and marijuana growing farms speckled throughout the Mount Tamalpais GGNRA/State Park, that she could have run afoul of, which elude detection from peace officers and federal/state park rangers]. I lived through that terrible moment in Marin County History, feared for my extended family’s safety..this disappearance in broad daylight, is eerily reminiscent. She must be found, in her present whereabouts in whatever condition she is, to dispel rumors circulating that she was a victim of racism, rape/murder, suicide or silenced because she knew too much, in her line of work. Please exert your influence with: the Chairman of the Board, Steve Kinsey to initiate an inquiry into resuming and expanding a further investigation and resumption of the search in her behalf by the MC Sheriffs Dept., as well as Capt Morehen of the CHP, Fed and State Police and Park Rangers, for the benefit of all women of all races in Marin County.
After the Oil Spill Response Meeting, the regular meeting of the Disaster Corps and Citizens Corps Council meeting was held, at which the spokesperson for Get Ready Marin, was asked by myself if that group conducted Missing Person Searches. Her answer was, NO. But, I was given the opportunity to ask for a resumption of the search for, “Nikki”, and pass out the limited no. of fliers that I had in my possession, to the assembled Disaster and Citizen Corps Council, {the meeting was audio taped by MCGC will be webcast throughout Marin County} . Meeting was chaired by MC Supervisor Susan Adams; I noted the shortness of the official two day search of the MT Tamalpais Fed and State Park Areas. The head of MC OES, spoke up when I made a comparison of the duration of the search for Polly Klass and the two day search, for Nikki. He said that the seemingly long search for Polly was actually carried on by AD HOC Groups, after a similar two day search period by official agencies. He also said he was part of the investigation for Polly. I was approached by a gentleman in a wheel chair, after I returned to my seat, who told me that, the “Alpine Club, off Panoramic Hwy., is having a meeting this Saturday, at their clubhouse. Please, send a delegation to that meeting, they are extremely capable and know the Mountain, like no other entity in the region. Also, their is going to be a meeting, this Saturday, here, in Stinson Beach, at the SB Community Center, located on Belvedere. Where Ca. State Assemblyman, 6th District, Jared Huffman, will speak, as well as MC Supervisors Susan Adams, Baykeeper and the Ca. State Fish and Game, to the assembled merchants, residents, media reporters of SW Marin and Marin County, as to the aftermath of the SF Oil Spill of Nov., the lack of preparedness and coordination to deal with the ensuing oil on our beaches and the need/continuation of training for beach cleanup volunteers. It would be a golden opportunity, for you and the other volunteer searchers, to have representatives at this meeting as well. They can hand out fliers, carry signs of “Nikki”, outside the meeting, and ask for help to continue the search/volunteers / assistance/support. A spokesman for the volunteer searchers can inserted into the speaker list[if that is denied, during the question and answer period, you may interject the need for the Search for Nikki. I will, God willing, be at the meeting, if you need me. I can introduce you to Ca. State Assemblyman, 6th Assembly District, Jared Huffman, MC Supervisor Susan Adams, 1st District, Chris Harrington and Scott Tye, Stinson Beach Village Association Co Chairs.

Marin Humane Society - Oil Spill Disaster Response

In response to the major oil spill in San Francisco Bay on November 7, the Marin Humane Society is cooperating with the Marin County Office of Emergency Services (OES) and assisting the command center at Fort Mason with animal handling and transport as needed.
People and their pets are discouraged from visiting beaches that have been impacted by visible oil. If your pet gets small amounts of oil on them, remove with mineral oil or bathe in the usual manner. If your pet becomes drenched in oil, contact your veterinarian immediately.
To report oiled wildlife
If you see a bird or other animal that has been affected by the spill, please call the Oiled Wildlife Reporting Hotline at (877) 823-6926. A team of trained wildlife responders has been established to handle all calls. Wildlife exposed to oil are considered hazardous and as a result only people with specific training should have direct contact or handling. If you are unable to get through to the hotline, please call the Marin Humane Society at (415) 883-4621.

Health precautions and health effects
The Marin County Environmental Health offices advises the following information for all persons at or near the affected areas:
Health Precautions
• Avoid contact with the oil.
• Do not swim in water contaminated with oil.
• If you do get oil on your skin, wash it with soap and water. Do not use solvents, kerosene, or other similar products to remove oil from your skin.
• Do not harvest shellfish or fish from beaches contaminated with oil.
• Do not burn debris (such as driftwood) contaminated with oil.
• Keep pets out of oil and oily water. If pets get small amounts of oil on them, remove with mineral oil or bathe in the usual manner. If a pet becomes drenched in oil, contact your veterinarian for advice
• Ingestion (eating) of oil may cause nausea and/or stomach ache.
• Inhalation of (breathing in) of oil fumes may cause headache or dizziness.
• Skin contact with oil may cause a rash or other reaction.
• If you come in contact with the oil and experience symptoms, consult with your healthcare provider.
Signs will be posted by Marin County Environmental Health Services at affected Marin County beaches to avoid swimming and harvesting fish/shellfish from these areas. People and their pets are discouraged from visiting beaches that have been impacted by visible oil. Marin County Environmental Health Services will be working with the Environmental Management Branch of the California Department of Public Health on any issues related to regulatory oversight of shellfish harvesting areas.

Update: SBFire Chief Ken Stevens has personally coordinated the laying of the boom, to ward off fuel oil from entering the Bolinas Channel. Both booms have been broken by low tidal outflow &/or high tidal inflow, afterwards repaired, the second boom, to be reinstalled by manpower tomorrow. Putting into high peril, the pristine quality, migratory aquatic and seals of the BoLagoon. That’s Homeland Security Efficiency in practice, another nail in the coffin of the Bush Administration, oil boarding the wildlife of the BoLagoon, by lagging, in the development of appropriate remedies to deal with the negative effects of oil spills, if 58K gallons of oil, can’t be mopped up, imagine the H.L.S. preparedness for another 3 mile episode or better yet, Chernobyl. Update: Happy Days: For SW Marin, excepting the cleanup of Stinson, Muir Beaches and all affected beaches in South and East Marin. The major amount of Fuel Oil Sludge has been blown south towards Half Moon Bay by NW Winds… Unlucky, for Half Moon Bay but great for the West Marin Beach Areas, Bolinas Lagoon and Tomales Bay. The Low and Medium Booms which were rented by the MC OES Dept. at $8K per day, that were insufficient, for the purpose of keeping out, of the BoLagoon, fuel sludge are being returned to the rental service that sent them out… Experts that consulted the Open Space and Parks District, now, have recommended a heavy boom, that would be anchored in the Ocean, close to the mouth of the BoLagoon Channel, to protect the channel from fuel oil… Phew! Now we can focus our prayers and mental energy to our brethren in Half Moon Bay, Pacifica and all Beach communities South that the fuel oil can be cleaned up before it fouls their locale. Update: Noon Monday, received info. that NW Winds blew Sunday Night and Monday Morning, all the surface fuel oil, South to beaches from S.F. to Half Moon Bay and beyond… as such, there was no reason to redeploy protective defective rented containment boom, across BoLagoon. Given notice, that there would be a meeting at the Bolinas Firehouse, at 7p.m. Monday Night, to review the event protocol set up to protect the Coastline and BoLagoon from oil spill and whether it followed through in this case.
Update:Business owners in SW and West Marin, in the next week elements of the 1st responder agencies and depts. as well as the representatives of the Cosco Busan are going to discuss and elaborate on:
We need to train personnel in the local area as 1st responders and boom operators/installers in the event of future oil spills threatening our bay, inlets and Lagoon. Giving credence to locals, a priority.
Financial Loss incurred from the present event, the formula that the Cosco Busan will use to redress merchant claims.
The infrastructure necessary to advert future spills effects, such as permanent anchors, hold-downs, storage items and storage containers in close proximity to deployment areas.
